Holmes Miller’s twenty year involvement in the justice sector started with the design of a new Sub-divisional Headquarters for Police Scotland at Saltcoats. Around the same time we won a term commission with the Scottish Prison Service (SPS) to implement many small to medium sized developments; through which we developed an in-depth knowledge of SPS’ practices and operational imperatives. SPS subsequently procured the redevelopment of several establishments through a Framework Agreement with D&B Contractors. Working with Carillion and Skanska, since 2003 we have delivered circa £260m of new and upgraded facilities through these partnerships.

We supported Carillion’s successful bid for the new 700 cell facility at HMP Low Moss; success has been attributed to the quality of the design solution. The practice’s pre-eminence in custodial design continued with the new 500 cell Community Facing Prison, HMP & YOI Grampian, initially for SPS, and subsequently by Skanska for the delivery of the facility. Further commissions followed at HMP & YOI Grampian and HMYOI Polmont. In 2015 we won a four year appointment on the SPS Design Services Framework.

Recent commissions from SPS focus on its pioneering strategy to redevelop its women’s estate. This includes the design of the new Women’s Regional Unit at HMP Edinburgh, the new Women’s National Facility, and up to five Community Custody Units.

Our expertise has been recognised by two international commissions as Technical Adviser on a new EU funded prison at Shkodra, Albania; and on the new Correctional Facility in St Kitts & Nevis.
